Character.ai Review 2026: Endless Characters, Shorter Leash, and a Legal Record to Read First

Character.ai still has more characters than any rival and a free tier that genuinely works. We think c.ai+ at $9.99 is fair for adults who want variety and roleplay. We also think nobody should sign up without knowing why the app shut off open-ended chat for teenagers, and what that changed for everyone else.

What Character.ai is, and who owns what

Character.ai is a platform first and a companion app second. Instead of one AI friend, you get a search box and a vast catalogue of characters written by other users: anime leads, historical figures, video game villains, language tutors, therapists that are not therapists, and a great many original creations. You can chat by text, call some characters by voice, write your own character in a few minutes, and on the paid plan generate images. The homepage calls it "the #1 AI chat app" with "millions of AI Characters", which is a vendor claim, though nobody seriously disputes the scale.

The company behind it is Character Technologies, Inc., based in California. Noam Shazeer and Daniel De Freitas, two former Google engineers who had worked on the LaMDA language model, founded it in 2021. It raised a $150 million Series A led by Andreessen Horowitz in March 2023 at a $1 billion valuation, according to Sacra's research profile. In August 2024 Google paid about $2.7 billion to license the technology and rehired both founders; Shazeer now co-leads Google's Gemini work. Character.ai carried on as an independent company, and Karandeep Anand became chief executive in June 2025. Sacra reports that the company moved to open-source models from Meta and DeepSeek after the founders left and estimated revenue at around $30 million annualised in mid-2025.

That ownership history matters for two reasons. It explains why Google was named in the teen lawsuits, and it explains why the product changed so much from 2025: a smaller company, without its founders, under legal pressure and in need of revenue.

How we put this review together

We read the court and regulator material that is public: the FTC's September 2025 inquiry, the May 2025 federal ruling in the Florida case, the January 2026 settlement reporting by Fortune and Bloomberg Law, and the Kentucky and Pennsylvania state actions. On the product side we used the Google Play listing, Trustpilot, the company's own announcements as reported by Fortune and PiunikaWeb, and three long-form reviews that ranked for this app in October 2026, plus RoboRhythms' running coverage of every pricing and memory change this year. Where a number comes from users rather than the company, we say so.

We should admit something about the free-tier limits in this review. Character.ai has not published the daily caps, users report different numbers, and the caps may vary by account. We give the most-cited figures and the name of whoever reported them. Treat them as a guide, not a contract.

The lawsuits, the regulators and the settlement

No other companion app has a legal record like this one, and you should know it before you hand over an email address, let alone a teenager's.

In October 2024 Megan Garcia sued Character.ai and Google in federal court in Florida after her 14-year-old son, Sewell Setzer III, died by suicide following months of conversations with a chatbot modelled on a Game of Thrones character. In December 2024 two Texas families sued, one alleging that a bot had suggested to a 17-year-old that violence against his parents was a reasonable response to screen-time limits. More suits followed in 2025 from families in Colorado and New York. The claims included negligence, wrongful death, deceptive trade practices and product liability.

The turning point came on May 21, 2025. Senior Judge Anne Conway of the Middle District of Florida declined to dismiss the Garcia case on First Amendment grounds, refusing at that stage to treat the chatbot's output as protected speech, and let the product liability and wrongful death claims proceed. On September 11, 2025 the FTC voted 3-0 to send formal information orders to seven companies, Character Technologies among them, asking how they measure and limit harm to children. In January 2026 Character.ai and Google agreed in principle to settle the family lawsuits. Fortune reported that the terms were not disclosed and that the filings contained no admission of liability.

The settlement did not end the legal exposure. On January 8, 2026 Kentucky's attorney general, Russell Coleman, sued the company in Franklin Circuit Court under the state's consumer protection and consumer data protection laws, alleging that the platform exposed minors to sexual content and encouraged self-harm and isolation (the AG's announcement). On May 5, 2026 Pennsylvania's state government sued over user-made bots that claimed to be licensed doctors, including one, "Emilie", that allegedly presented itself as a psychiatrist with a made-up Pennsylvania licence number. Both cases were pending as of October 7, 2026.

That defence is not nothing; the disclaimer is there in every chat. But it sits awkwardly with a catalogue full of user-made "therapist" and "doctor" bots, and it is the tension every adult user should keep in mind.

Teen mode, age checks and your privacy

On October 29, 2025 Character.ai announced that users under 18 would lose open-ended chat with characters by November 25, with a two-hour daily limit that shrank in the weeks before. In its place, teens got a structured Stories mode: choose-your-path fiction with characters, rather than free conversation. Meetali Jain, a lawyer for families suing the company, told Fortune it was "a good first step" while asking how the age checks would work and protect privacy. A July 2025 Common Sense Media survey had found 72 percent of American teenagers had tried an AI companion, so this was not a small group.

The age checks work in layers. According to All About Cookies' reading of the company's documentation, the platform first estimates age from account signals. If it decides you may be under 18, it asks for a selfie, processed by the verification vendor Persona, with biometric data deleted within seven days; if the selfie is inconclusive, it asks for a government ID. RoboRhythms has documented adults being misclassified and locked into the teen experience until they verify, and Trustpilot reviewers object to face scans and ID uploads. It is the most intrusive check in our hub. It is also the only one that does anything.

For a parent, the honest position is this: Stories mode is far safer than what the app was in 2024, and it is the reason Character.ai stays in our companion apps ranking at all. It is still a platform built on user-made content, and an app that has had to rebuild its under-18 product under legal pressure has not yet earned a long benefit of the doubt.

For adults the privacy picture is ordinary for the category and not reassuring. Conversations are stored and may be used to improve models, and there is no end-to-end encryption. The Google Play data-safety label says data is encrypted in transit and not shared with third parties. Do not give a character your real name, address, school or workplace, and do not treat a "doctor" or "therapist" bot as either.

Filters, memory and what the characters are like to talk to

On a good night Character.ai is the most fun app in this category. Good community characters have distinct voices, the model commits to a scenario, and swapping between a noir detective and a sarcastic Victorian ghost takes two taps. Quality depends heavily on who wrote the character; the top of the catalogue is excellent and the long tail is thin. Techpoint Africa's reviewer, like many users, found responses slow at peak times on the free tier and occasionally repetitive.

The filter is strict and it is the same for everyone. Explicit content is blocked platform-wide and conversations about self-harm now trigger safety messaging. Paying does not change any of this; RoboRhythms states it plainly, and we found nothing in c.ai+ marketing that implies otherwise. The complaint we read most often is not that the rules exist but that they misfire, interrupting an ordinary fantasy battle or a sad scene that was nowhere near the line.

Memory is the weak point. Characters hold a scene well but lose track of long-running facts as a roleplay grows. The company has rebuilt the memory system several times. According to RoboRhythms, the old 400-character Chat Memories box was retired in May 2026 and replaced with Story Memory, which attaches to the character and shares space with recent history, plus pinned messages that are kept word for word. Free users get five pins per chat by that report and c.ai+ doubles them. It helps. It does not come close to Nomi, and if continuity is what you want, that is the app to look at.

Pricing, Charms and the cost of ignoring the ads

A worked example. Imagine someone who chats for an hour most evenings and regenerates replies freely, which is how most roleplayers use the app. On free, that person will run into the daily caps and will sit through full-screen ads that RoboRhythms timed at up to 60 seconds. Charms soften it: by RoboRhythms' count, 175 Charms buy a pack of 35 extra swipes, and Charms come from logging in, posting and similar chores. If your time is worth anything, c.ai+ wins quickly. Twelve months on monthly billing is $119.88; the annual plan is $94.99, a $24.89 saving. Either way, that is less than Replika's monthly Pro and about the same as Kindroid's entry tier, with no currency you are forced to buy.

Two caveats. RoboRhythms estimates that most c.ai+ extras are app-only, so desktop users get less for the same money. And if you cancel, do it in the store you paid through; removing the app does not stop the billing.

The free tier in 2026

Character.ai's free tier is still the most usable free roleplay product in our hub, and that is despite a year of cuts. Full-screen mid-chat ads began reaching free users in late 2025 and, per RoboRhythms, were fully rolled out by April 15, 2026. On March 11, 2026 the company told its Discord that swipes, go-ons and memos would be metered for free users, which PiunikaWeb reported drew Reddit posts with thousands of upvotes against it. Reported caps vary: RoboRhythms cites 400 swipes, 100 go-ons and 70 memos a day, while some users told PiunikaWeb they had seen far lower swipe limits. The company says the limits pay for infrastructure and keep the app free.

In practice: if you chat casually, the free tier is fine and you will barely notice the caps. If you regenerate a lot, you will hit them, and the ads will start to feel like the product.

What users say about it now

The ratings tell you how the last year went. On Google Play, Character.ai has 2.4 out of 5 from about 2.32 million reviews and more than 50 million downloads; in 2023, Google Play named it AI app of the year, per Unite.ai. Trustpilot is harsher: 1.2 from 733 reviews as of October 7, 2026, 80 percent one-star, on a profile the company has not claimed. The recurring themes are consistent across both: ads that pull you out of a conversation, the new daily caps, a feeling that the models have become repetitive, filters that trip on harmless scenes, memory slips, and objections to selfie and ID checks. The Play listing's developer replies point unhappy users toward c.ai+ or Charms, and that is roughly the company's whole answer.

The praise, where it appears, is about breadth and creativity. People who love Character.ai love it for the catalogue and the community, which no competitor has matched.

Who Character.ai suits, and who should look elsewhere

It suits adults who want to try a dozen characters in a week, fandom roleplayers, people practising a language or rehearsing a conversation, and anyone on a tight budget who would rather sit through ads than pay. For that person, c.ai+ on annual is one of the best-value subscriptions in the category.

Look elsewhere if you want a single companion that remembers your life (Nomi or Replika), if you want adult content of any kind, if you will not upload a selfie or ID should the age system flag you, or if you want medical or mental-health advice; no character here is qualified to give it, whatever its name says. Parents of younger teenagers should know that Stories mode is the only under-18 experience and that our hub recommends Pi as the safer general choice for that age.

Character.ai is two products now. For adults, it is the broadest roleplay catalogue in the world with a free tier that has become noisier and a $9.99 subscription that fixes most of the noise but none of the filter or memory limits. For teenagers, it is a structured stories app that exists because of lawsuits that ended, in part, in a settlement. We rate it 3.7 because the breadth and the price are real and the memory and legal record are too. Buy c.ai+ on annual if variety is what you want; choose Nomi or Replika if you want to be remembered.
